If a public servant represents 500,000 people in a district, how is meeting with 25 people on a street corner worth the risk?

Doesn’t all members of congress have offices in a every major county in their district? Doesn’t every member of Congress have free mailing rights to all people in their district? Doesn’t all members of Congress have telephones, e-mails, fax machines and gets the mail delivered 6 days a week? How many members of Congress have changed their agenda after meeting with 25 people on a street corner?

The only agenda a public servants cares about is one that will get her or him elected which is 99.9 % true.
